Every plan screens up to 100 distinct names a day. That is far more than any person researches, and a wall against scrapers. Hit it and everything resets at midnight.
Allowances count distinct names, never visits. Read a verdict twice, watch it for a month, open it on your phone and your laptop: it counts once.
Xumirah is for personal, non-commercial use. Automated access and bulk export are not allowed on any plan. Businesses that want the data can license it.
